Tibet China Tibet, also known as TAR, is a democratic region in China that is very poor, and is mainly inhabited by Buddhists. Throughout its long history, Tibet at times has governed itself as an independent state and at other times has had various levels of association with China. Whatever China 's involvement in Tibetan affairs, Tibet's internal government was for centuries a theocracy, under the leadership of Buddhist lamas, or monks. In 1959 the Dalai Lama fled to India during a Tibetan revolt against Chinese control in the region. China then took complete control of Tibet, installing a sympathetic Tibetan ruler and, in 1965, replacing with a Communist administration (Encarta 1). The TAR covers an area of about 472,000 square miles. It is bounded on the north by Xinjiang Uygur Autonomous Region and Qinghai Province; on the east by Sichuan and Yunnan provinces; on the south by Myanmar (formally known as Burma), India, Bhutan, and Nepal; and on the west by India. Lhasa is the region's capital and largest city (Schaller 72). With an average elevation of more than 12,000 feet, Tibet is the highest region on earth, and for this reason, it is sometimes called the Roof of the World. Most of the people in Tibet live at elevations ranging from 3,900 feet to 16,700 feet. Tibet is also one of the world's most isolated regions, surrounded by the Himalayas on the south, the Karakorum Range on the west, and the Kunlun Mountains on the north (Encarta 1). The southern part of Tibet is situated entirely within the Himalayas, and many of the world's highest summits are located in the Himalayan chain, which extends along Tibet's southern frontier. Among the peaks are Mount Everest(29,028 feet), the world's largest mountain; Namcha Barwa(25,445 feet); and Gurla Mandhata(25,354 feet). The Kailas Range, a chain of the Himalayas, lies parallel to and north of the main chain and has peaks of up to 22,000 feet. Between the Kailas Range and the main chain is a river valley that extends about 600 miles. The Brahmaputra River (known in Tibet as the Yarlung Zangbo) flows from west to east through most of this valley (Encarta 1). The mountains in Tibet form Asia's principal watershed, or dividing line, between westward-flowing and eastward-flowing streams, and Tibet is the source of the continent's major rivers. The Brahmaputra is Tibet's most important river. The Indus, Ganges, and Sutlej rivers have their headwaters in western Tibet. Many of Tibet's rivers have potential for hydroelectric development (Encarta 1). Vegetation on the Tibetan Plateau is extremely sparse, consisting mainly of grasses and shrubs. Scattered wooded areas occur in extreme west and east. Most vegetation, however, is concentrated in Brahmaputra, Indus, and Sutlej river valleys. These areas support most species of trees, including conifers, oaks, cypresses, poplars, and maples. Apple, peach, pear, and apricot trees are cultivated in the valleys (Encarta 1). Tibet is home to a variety of wildlife. Musk deer, wild sheep, wild goats, wild donkeys, yaks, and Tibetan antelope are common in mountainous areas. Other large mammals include leopards, tigers, bears, wolves, foxes, and monkeys. Bird life includes geese, gulls, teal, and other species of waterfowl, and also pheasants and sand grouse (Encarta 1). Tibet has a dry, cold climate with an average annual temperature of 34 degrees Fahrenheit. It is very bitter in Tibet in the winter (Harrer 39). Temperatures in the mountains and plateaus are especially cold, and strong winds are common year round. The river valleys experience a more moderate climate. Lhasa and central Tibet have an average temperature of 32 degrees Fahrenheit in December and an average of 60 degrees Fahrenheit in June. The daily temperature range is great. On a typical summer day, the temperature can rise from 37 degrees Fahrenheit before sunrise to 81 degrees Fahrenheit before midday. In general, temperatures in Tibet frequently drop suddenly after sunset. The average annual precipitation is 15 inches (Encarta 2). The Tibet pamphlet states that Tibet is rich in mineral resources, although few have been exploited due to inaccessibility, a lack of industrial capacity, and Buddhist admonitions against disturbing the earth for fear of harming living creatures. Gold is found in many areas, and significant deposits of iron ore, coal, salt, and borax are also present. Other known resources include oil shale, manganese, lead, zinc, quartz, and graphite (14). What is the WPA program? Will it help the economy? What are the advantages and Disadvantages? How much does it cost? These are all questions most Americans have when Obama planned to bring back the Work Progress Administration (WPA). I am going to tell you what WPA is and the pros and cons of it. During the Great Depression, anxious that the dole not become â€Å"narcotic,† in President Franklin D. Roosevelt’s words, the U. S. Congress in 1935 created the WPA to administer $5 billion for public works. The WPA's goal was to employ as many people as possible on projects that would provide long-term benefit to local communities. This created job’s to build bridges in disrepair, parks in shambles and fix boarded-up buildings. Ideally, workers would also receive on-the-job training to prepare them for further employment. For example, the WPA made a significant impact on Oklahoma. At the end of the day, of 166,000 Oklahomans certified for WPA jobs approximately 119,000 were employed at some point between 1935 and 1937. Including those recruited into a special drought-relief work program, more than half the state's work relief recipients were farmers. To assure that private employment remained appealing, project wages were lower than typical rates. Organized labor complained that the original unskilled rate of eighteen cents an hour depressed all wages. The Works Progress Administration (renamed during 1939 as the Work Projects Administration; WPA) was the largest and most determined new deal agency, employing millions of unskilled workers to carry out public works projects. This is the same project Obama is trying to reinstate to better the millions of unemployed Americans today: economic relief, a new deal, one that keeps unemployment below double digits by focusing on refurbishing the United States. During the Great Depression, in our nation's capital, more than 100 men were paid to scare off pigeons. In Brooklyn, men and women worked as fire hydrant decorators. And in Boston, the government sponsored a project to make fish chowder. Indian tribes were paid to create new totem poles and other artifacts. Does this matter? What skills will they have once the WPA is over? For now, the $825 billion economic recovery plan doesn't get too specific about the jobs that might be available to the unemployed. But with $90 billion assigned for organization investment, this being said, construction worker, a transportation expert or just about anyone who works at an airport can expect better times ahead. Retrofitting federal buildings with up-to-date technology to save energy costs is a priority. 19 billion has been set aside for clean water, flood control and environmental restoration investments and ensuring that the United States builds on its digital capacity according to Ross Eisenbrey, the vice president of the Economic Policy Institute. Unlike the original WPA, which wrote checks directly to employees, the new bill is set up so that 90 percent of the projects will be privately run by corporations or nonprofits, which w ill send in proposals or bid on existing government contracts. Instead of the federal government assigning jobs, qualified workers will be pursued by project managers. The WPA employed more than 8. 5 million people at a total cost of some $11 billion in its eight years. It conducted more than 1. 4 million separate construction projects that built: over 650,000 miles of roads, nearly 1,000 bridges, 125,000 buildings, 8,000 parks, over 800 airplane landing strips, 3,000 tennis courts, 3,300 storage dams, and 5,800 mobile libraries. Bringing this program back will bring the U. S. out of the depression we are in now. During the first WPA there was a problem of race and uneven pay; will this be issues again? Uneven distribution of pay was along regional and racial lines. The national monthly WPA wage in 1936 was $52, but in the south it was $23. WPA regulations stipulated that a prospective WPA worker could not refuse private employment at pay rates prevailing in his/her community. Since the prevailing wage was lower for blacks, blacks refusing a $3 a week private job might be denied WPA employment. I know that this was a completely different time period but let’s be honest there are still close minded people and this might be another issue or disadvantage to consider. There are several different opinions on how our country should be ran, some agree with the WPA programs and others do not understand it. This is one opinion, â€Å"the logic of WPA has got me totally baffled: if a nation can afford to pay people to do infrastructure improvement via WPA, presumably it can afford to pay regular contractors to do the same thing. And the latter would do the job more efficiently than WPA. † Is spending money on another government program a disadvantage? â€Å"Then it means we have wasted hundreds of billions of dollars, piling up additional debt for us and our children. † Ralph Musgrave. If the money the government is going to use to create more jobs is not good investments, what happens? No just good investments but long enough, will we being going through this again in 50 years. Being around different people can make a human behave or act in ways that they normally would not. This is true in many possible ways and experiences that people go through. Mencius said, â€Å"Persons may be brought to do evil, and that is because the same is done to their nature.† This shows that being in a circumstance of force can make the natural tendency to do good be flawed through whatever it is that is shadowing the mind to make clear judgment. â€Å"The tendency of human nature to do good is like that of water to flow downward.† I believe human nature is to do good based upon the right surroundings because things that go on in an exosphere can make one think that certain choices are acceptable in society. What shows how human nature is to do good is how a human has a want to help out another human when they are in a time of need or desperation. Such as to donate food to a homeless shelter, or to give someone who is down and out a cup of coffee or a dollar. Human nature is to do good based upon the right surroundings in the exosphere and is supported where Mencius said, â€Å"Now you may strike water and make it splash over your forehead, or you may even force it up the hills. But is this the nature of water?† This is what shows that natural tendency to do good is what humans were created to do. I have been in times in life where I made poor decisions based on the forceful circumstances that I chose to be around. There were people around that had addictive criminal thinking where it clouded my mind and was ultimately making me not choose the most logical choice to progress in life positively, rather negatively. These people that were indirectly giving influences toward my life, that fostered an environment that made it seem acceptable to break the law, and gave me an evil action. What I realized is that the choice in having the wrong set of people around me was affectively making me have a circumstance that was progressing into evil actions. Where Mencius said, â€Å"People tend by their nature toward goodness, and it is only the adverse circumstances of their nurture that erode goodness and engender evil.† This fully supports natural tendency is to do good. People must think in a manner that will allow them to be of the right path and do what is righteous. Human nature has a distinctive tendency towards goodness, but ethical rightness cannot be initiated down to the last element. This is why simply external governors always breakdown in enlightening society. True progress results from learning education in constructive atmospheres. Human nature is to do good based upon the right surroundings in the exosphere. Having bad circumstances tend to degrade the human will. However, this is not confirmation of natural evil because a pure thinking person would escape causing harm to other people. So without having a negative external exosphere the simplicity of natural tendency to do goodness will come easily than thinking about it. I think it is significant that Mencius credits that human beings have certain natural abilities for goodness. If we did not have these abilities, I do not think any quantity of education could enforce these onto us. In this regard, I do think that education is a kind of attentive attending goodness. Mencius establishes that all people have hearts by engaging to the example of a child about to fall into a well. Mencius says that as soon as people see the child about to fall â€Å"they will feel a sense of unease and compassion.† It is critical to notice that Mencius is not speaking about any kind of action here but about the instant response. These feelings of distress and empathy are not due to pursuing approval or wanting to reduce frustration. This response justifies Mencius’ claim that â€Å"People all have hearts that do not tolerate the suffering of others†. I feel that this falls in with what I have been addressing because in both ways it is what you are taught and what is naturally inside of a humans’ mind. It helps to prove that human nature is to do good based upon the right surroundings in the exosphere. The human only wants a good way of life and not an evil way that only brings despair and anguish through wrong actions. A human’s natural and taught ways of goodness to live and learn through lessons, whether it is through teachings or of actions. I have lived through life having those negative attributes that made me realize it is not an aspect of life I would like to have of being an evil person while going through the journey. That is how I see that the unease and compassion come into play with the natural tendency to do good. â€Å"When left to follow its natural feelings human nature will do good.† Mencius said that which helps support this argument of human nature is to do good based upon the right surroundings in the exosphere. If not putting yourself into a position to make you strive forward in the direction of virtuous instead of the wicked. With a clear peace of mind it helps to enfold life as it should be and have that natural tendency to do good. Where Mencius says, â€Å"If it becomes evil, it is not the fault of our original capability.† This shows that another man or woman influences a humans thoughts. This proves that the exosphere can have a projection of a negative force behind it creating a circumstance that is not of the capability that the human should have. Mencius noted through these examples of senses: Sense of mercy, sense of shame, sense of respect, sense of right and wrong. There are 59% of them either living in overcrowded dwelling or supported accommodation and the other 41% are living on the streets or in boarding houses specify designed for the homeless. There are many causes that lead to homelessness in Australia, some of which include; long term unemployment, shortage of affordable rental housing, poverty, mental illness and the exiting of state care or prison. Domestic violence is the largest cause of homelessness in Australia. Homelessness can also be caused by family breakdown, sexual assault, drug and alcohol addictions, gambling and social isolation. Some people especially adolescences are homeless because they were kicked out of home, have a lack of education or were abandoned by their family and friends. Homelessness usually results in being away from family, friends and the rest of the community so it is difficult to maintain school or further study which leads to them being vulnerable to long term unemployment and chronic ill-health. Homeless Australians are often excluded from participating in social, recreational, cultural and economic opportunities. All of these present factors of homelessness led to people having depression, poor nutrition, poor dental health, substance abuse, mental health issues and may even results in suicide. Children who experience homelessness are more likely to become homeless as adults and raise families who, in turn, may also become homeless. The causes and consequences of homelessness are also talked about throughout the New and Old Testament. Showing us that over time, the injustice of homelessness has not changed, we are still fighting the same battles. In the bible passage by Isaiah (58:7) in the Old Testament he writes, â€Å"Is it not to share your food with the hungry and to provide the poor wanderer with shelter when you see the naked, to clothe them and not to turn away from your own flesh and blood? † The injustice issue of homelessness is discussed in this passage; it explains that to be a true catholic means sharing and giving to the poor and not to turn away from them just because they are without homes. The second bible passage that relates to homelessness is a passage from Matthew (8:20) in the New Testament, where he writes â€Å"Jesus replied, â€Å"Foxes have dens and birds have nests, but the Son of Man has no place to lay his head. † Matthew is telling us that Jesus was comparing animals having homes to people having none and how that is unfair. Both scripture references relate to the issue of homelessness in contemporary society as people are still being sent to the streets while animals are being put in homes and people are still looking down on the homeless and not fulfilling their roles as Catholics. Also both scripture reference relate to the beatitude â€Å"Blessed are the meek, for they shall inherit the earth, which means bless the poor (homeless) as they are a part of the earth. As well as homelessness issues being discussed in the bible, we as Catholics also learn about homelessness from the catholic social teaching. Catholic Social Teaching, are the teachings of the Church on social justice issues. One of the Catholic Social Teaching is ‘Human Dignity Human Rights’ teaching. The concept of Human Dignity is the main concern of Catholics thinking about human rights. The Catholic Church believes that each person is created in the image and likeness of God and is therefore equal in dignity and equal rights. Human dignity is absolute: a person does not ever lose their dignity, example; from being in poverty. Respecting ones dignity implies that the individual has access to the basic necessities of life which enable them to live humanly, which homeless people do not, as in most cases they are living in rough conditions (e.  g. on the street with no shelter). Papal social teaching refers to the teachings of the Popes throughout history that have dealt with the social issues of human life. The Papal teaching by Pope John XXIII in 1961demonstated Catholic’s views on human dignity and human rights, this is stated when he wrote, â€Å"The amount a worker receives must be sufficient, in proportion to available funds, to allow him and his family a standard of living consistent with human dignity. † This can be evident though the reaching out to those in need e. g. The homeless and giving employees a sufficient pay to be able to live a for filled life. Another of the Catholic Social Teaching is ‘The Common good’ teaching, it tells us that the rights and needs of others, individuals and the community must be balanced with the common good and always respected. The Papal teaching written by Pope John Paul II In 1990 discusses the Common good, when it states, â€Å"this love of preference for the poor, and the decisions which it inspires in us, cannot but embrace the immense multitudes of the hungry, the homeless†. This could be demonstrated by caring for the homeless and by showing the homeless that we can help them and that we respect them. One catholic organisation working to solve the issue of homelessness in Australia is St. Vincent De Paul. One catholic organisation working with injustices such as homelessness, in Australia is St. Vincent de Paul and its ‘Matthew Talbot Homeless Services’. Its aims include, being strongly committed to a range of issues that put men, women and families at risk of homelessness. Its activities include; having13 services for single homeless men including the Matthew Talbot hostel and outreach services in the inner city. The hostel caters for 100 men each night, has 80 outreach beds and help for those with mental health issues. The service also has special initiatives for women and children and up to 20 families who are escaping domestic violence and / or homelessness. The service is committed to helping those who are homeless, addressing issues of alcohol and other drug usage and to breaking the cycle of homelessness and domestic violence. The Matthew Talbot Homeless Service achieves their goals for helping the homeless though their activities and projects. Homelessness is a major social injustice in contemporary Australian society, The Scripture references, Social Catholic Teachings and Papal teachings also show that homelessness has been an issue for Catholics thought history and though the help of Catholic organisations the issue of homelessness is being fought and will hopefully one day is won. ESSAY TWO A well know catholic figure that is actively engaged in social justice issues in Australia is Father Chris Riley. Social justice refers to the formation of a just society, where justice refers to more than just the administration of laws, it is the idea of a society in which all individuals and groups are treated fairly and equally. Issues with social justice refer to when individuals or groups are not being treating with the same basic human rights as someone else, e. g. people who are homeless or in poverty. Father Chris Riley is a priest who has devoted his life to working with social injustice issues such as homelessness. Father Chris Riley (Riley) grew up in Victoria and at the age of 14 decided that he wanted to work with homeless young people. He was influenced by the 1938 movie Boys Town, which was loosely based on the work of Father Edward Flanagan. Straight from school Riley joined the Salesian religious order to become a Catholic priest and after graduating as a teacher and taking his vows, he worked for two years with the Boy’s Town charity in Sydney. While working at a school in Sydney later on in life, he saw one of the students crying in the freezing rain, this led him to working with that student and many other homeless people. This resulted in Father Chris Riley setting up the Youth of the Streets to help the chronically homeless, a highly successful organisation that has become known worldwide. Father Chris Riley is the founder and CEO of the organization dedicated to helping young Australians in trouble for the past 35 years. As CEO of Youth Off The Streets, Father Riley oversees the operation of over 35 programs that employ over 180 staff and involve more than 250 volunteers. He has also implemented innovative behaviour strategies to help young people deal with a history of trauma, abuse and neglect. Youth Off the Streets first started with a single food van run by Riley, delivering meals to young homeless people on the street of Kings Cross, now the organisation is running four high school crisis accommodation, rehabilitation facilities, counselling and parenting programs in New South Wales. His work as a priest and a principle at Boys Town High in Sydney led him to pursue the work he is achieving now and without that experience Father Chris Riley would not be working with youth who are faced with social justice issues. Riley now spends hours on the road driving to different charities and organizations and working with the social injustice of homelessness on a day to day basis. Getting released from Boy’s Town school to work on the streets with homeless youth with one van, it’s believe that there is no such thing as a child born bad, it is only bad circumstances, bad environments such as violent household or broken families that consequently led to bad choices made by the child, that has made him so successful. Social injustice is when individuals or groups are not being treating with the same basic human rights as someone else. An Australian Catholic figure, Father Chris Riley works with social justice issues such as homelessness, though his organisation Youth Off The Streets. His religious identity and life experiences led him to work in this area.
